REGARDING A NEW YORK TIMES ARTICLE WITH LINK AND EXCERPT BELOW:

In a close vote the Advisory Commission on Electronic Commerce
voted to extend the tax exemption of internet business after a bitter and
divisive battle on the commission. Fears of loss of needed sales tax
revenues by the states and serious harm to the sales of brick and mortar
businesses fueled the dissention to the continuation of tax free
operations by internet based businesses.

Internet Tax Panel to Ask Congress to
Extend Ban for 5 Years

WASHINGTON, March 30 -- A United States commission studying whether
electronic commerce should be taxed finished its work, cementing a victory
for Gateway Inc., America Online Inc. and the panel's anti-tax members.

The Advisory Commission on Electronic
Commerce voted 10 to 8 to approve a report
that asks Congress to extend an existing ban on
Internet taxes for five years; simplify state and
local sales taxes; and exempt from sales taxes
products delivered digitally and their physical
equivalents, like books and compact discs.
America Online and other businesses on the
commission drafted the plan.

The commission's report reflects the conflict between Internet
merchants and politicians who want to keep Web commerce tax-free versus
bricks-and-mortar retailers, mayors and other local officials who object
to subsidizing Internet businesses. Opponents of the moratorium also fear
an erosion of tax revenue needed for police and other services.
