[SPT/CWIS] SPT--BrowseResources.php?Editing=1 not working properly

When using the metadata tool in spt, SPT--BrowseResources.php?Editing=1

I no longer get the regular page with graphics, but instead get a plain-
looking page that has two links on it.  The first link is "Add/Edit
Classifications" and just links  back to
SPT--BrowseResources.php?Editing=1

The second link is "Add Classifications Here" and goes to a proper
looking page 
SPT--AddClassification.php?ParentId=-1&FieldId=27

Does anyone have a clue?  I am mystified.
