[SPT/CWIS] SPT trouble with PHP escape characters

Hello List!

I've added some code to BrowseResources.php that will display
different introduction text based on what classification is chosen. 
The code is working, but I am getting this output when I use a single
quotation mark:

"Salvation ArmyÕs response"

And, the escape character "\" does not change things.

Has anyone encountered this?  I am assuming it has to do with the
encoding scheme, but I'm not sure how.
