[SPT/CWIS] Problem with Browsing Screen

I have created 2 other "Browse by" classifications: "Education Resource 
Index" (the one that came with SPT) and a new one "Alpha" both 
classifications have been populated and show up and work when logged on. 
But a general user cannot (i.e., someone who is not logged in). A 
general user sees whichever classification is the default. The links are 
there for the other classifications, but clicking the links display the 
same "default" classification page, even though the path is different 
(i.e., 
http://atlas.lib.virginia.edu/scout/SPT--BrowseResources.php?FieldId=31 
or http://atlas.lib.virginia.edu/scout/SPT--BrowseResources.php).
