This could be a matter of your web server being configured to
disallow
using links in user home directories, since CWIS--Install.php is
actually
a soft link to SPT--Install.php. If that's the case there are
several
ways to get around it (other than adjusting the Apache
configuration);
the one I think I've used was to just create a subdirectory in the
"public" web directory, give myself permissions to that directory,
and
then install CWIS there. (On OS X I think that public directory is
usually "/Library/WebServer/Documents".)

P.S. Since CWIS--Install.php is a link to SPT--Install.php, it may
seem like an easy work-around would be just to load SPT--Install.php
directly, however this won't work both because CWIS expects it to be
called by the CWIS--Install name, and because the web server will
still complain when you try to load any other pages that are linked.
