[SPT/CWIS] Trouble Validating OAI Harvesting URL with Repository Explorer

    While the OAI Repository Explorer is an
    excellent tool, the network connectivity
    to it does seem to occasionally be spotty,
    and that's probably what you're seeing
    here.  It seems to go in streaks, so the
    problem has hopefully corrected itself at
    some point since then long enough for you
    to test your setup.
