[SPT/CWIS] viewing of resources by user type

Unfortunately there isn't any easy way to do this with the current  
version of the software;  there are a lot of places where resources  
records are processed in bulk, and we chose to hard code the filtering  
of entire records to be tied to the "Release Flag" field for  
performance reasons.

That said, it's clear there are situations like yours where this would  
be a very valuable capability, and the hardware most sites are running  
on has a lot more horsepower than it did a few years ago, so I think  
this is something we'll revisit soon.
