The problem is that file_put_contents() is only available in PHP 5 or
later.  We tested the 1.5.0 release on PHP 4.1, however for reasons
unclear to me it appears that that bit of code was either reworked after
that testing, or perhaps was never exercised in a PHP 4.x environment.

A version of installcwis.php that should work in a PHP 4.x environment
is attached below.  Please copy it in in place of the file you have on
there now and give it a try.
