[SPTUsers] Portal Toolkit on Windows

Hi,

I am new to the list and am interested in any suggestions you might have on
porting the scout portal toolkit to a windows platform. The MySQL database,
PHP scripting language, and Apache server could stay but I will be running
them from a windows environment. An additional interest would be the
possibility of switching from Apache to IIS.
