[SPTUsers] New catalogued records defaulted to "Not okay for viewing"

We have been using The Scout Portal Toolkit for some time.  We have 
been running version 1.1.1.  The problem is that now all new records are 
been forced to be labelled not okay for viewing. I tried to migrate to 
version.1.3 without upgrading the previous version (a new installation) 
fearing that I could inherit the problem. Unfortunately, I have even 
changed the installation folder, but the same problem is dogging me. My 
users have found the toolkit quite helpful and usable but now with my 
current problem, whose source I can not tell, I am disappointing them. 
Please bail me out . What possible course of action can I take?
