[SPTUsers] New catalogued records defaulted to "Not okay for viewing"

My problem is sort of the inverse of  this problem. The ReleaseFlag  
has the correct value,
but it doesn't do anything. All records are always visible from the web 
interface, and to
the OAI server,  regardless of the flag.
