Michael,

Unfortunately, we don't have the resources to support CWIS or SPT
under a windows environment. The install script is vital to properly
upgrading an existing installation.

With that said, all I can suggest is reviewing the install script
(eg, sptinstall-1.2.1) and attempt to manually recreate what it does.
You could try unzipping the new version, manually create an
"OLDVERSION" file with contents "1.1.3" in the SPT directory, and
then run the SPT--Install.php file. This may work, but no
guarantees.

Perhaps another windows user from the sptusers list has successfully
done this, and can provide you with more insite.
