[SPTUsers] a problem about the use of SPT under windows 2000

Hi,all experts 

I have a problem about of SPT under windows 2000.The problem is that when a user enters into SPT as a administrator,he cann't exacute right bar "Metadata tool" in the user interface .
Errors are listed below.I am sure that PHP.ini is set all right Because SPT other functions seem no problems.
