[SPTUsers] unpack? self-install?

I just uploaded the two Scout Portal Toolkit files to my web server.  Must 
I unpack the program files before running the installation script?

Also, my web host says it "looks like" I might be able to run the script 
myself.  If I chmod the script file to 777, will it then execute from the 
file manager?  (My web host provides a GUI for site maintenance that 
includes a file manager.)  Or, is there a way to run the file from my FTP 
program?  Yes, I read the SPT FAQ, but I am still curious why my web host 
would think I could run it myself.
