I finally got through the installation successfully.
I also had to increase the value in my php.ini file but just to 300 seconds
thank you for the suggestion this is what made the difference. Apparently
the database started out without any tables and during the install tables
were added and since my php timed out the install was never completed. When
I would try to hit the back button the install would run again and fail
because the tables were there from the first attempt at installation. I did
have to shutdown the httpd process in RedHat 8 to then be able to edit the
php.ini with 300 seconds and then restart httpd for the change to take
effect. Then I had to remove the tables and at that point it worked great.

Possible. Also, I am running on Win98SE, with some
other stuff also running, so that could be slower.
