[SPTUsers] Administration

I am wondering if there is a way a System Administrator can delete users,
create users, change the passwords of users and change an existing username.
The only way I am able to view information about a user is to go to "Edit
User Account" and search for the username I already know about.  It would be
really nice to have the ability as an administrator to view all users and
edit them.  The only way I have been able to modify a username is through
the database.
