[SPTUsers] Installation problem: file_uploads configuration directive

When configuring SPT with the "SPT--Install.php" page I get the following error:

	Your web server does not have file uploads enabled (via the file_uploads configuration directive), 			which are required for the software to operate correctly. 

I've searched the documentation for the web server (Apache 2.0.48 running on Redhat Linux 9) and haven't found a "file_uploads" directive. Can anyone point me toward documentation that can guide me through the configuration of the web server?
