[SPTUsers] Installation problem: file_uploads configuration directive

   The file_uploads directive is actually part of the PHP portion of
   the server configuration, which (I believe) under RedHat 9 appears in
   /etc/php.ini.

   It's covered in the PHP documentation very briefly here:
