[SPTUsers] Disable the Full Record Title hyperlink

   The HTML for that is actually in the PrintResource() function in
   SPT--Common.html in the "include" directory for whichever user interface
   you're using (e.g. SPTUI--CWIS/include/SPT--Common.html).  That HTML is
   used everywhere a resource summary is displayed (browsing, search results,
   new resources, etc).
