The 21st Century Teachers Network (21CT) project is a nationwide initiative to empower educators through interconnection, allowing them to develop new skills using educational technology, share their expertise with other teachers, and integrate new technologies in their teaching and learning activities. The new 21CT Website acts as a meeting place for an interactive online community that promotes group collaboration among teachers interested in educational technology. The site includes eight major sections: News, where educational news items are posted; Teacher to Teacher, which hosts "interest-specific message boards;" Event Central, a calendar of events; Library, containing research, lesson plans, and much more; Contacts, a directory of network users; Favorite Places, an annotated collection of select links; Chapters, which provides information on local 21CT groups; and Network Highlights, a "what's new" section for the project. The Centre for the Study of Public Policy (CSPP) at the University of Strathclyde, Glasgow has created a new online database that presents a comparative overview of eleven Russian regions: Central, Central Black Earth, East Siberia, Far East, North Caucasus, Northern, North-west, Urals, Volga, Volgo-Vyatka, and West Siberia. The database provides data garnered from official government statistics and public opinion surveys to compare indicators that measure economic competitiveness; labor market change; and social cohesion, exclusion, and stability. The data are accompanied by analysis written by Professor Richard Rose. [AO]

Jeffrey K. Hadden, Professor of Sociology at the University of Virginia, has constructed, with the assistance of his students, a suite of three outstanding Websites that examine the sociological aspects of religion. The newest site, Religious Freedom, "analyz[es] the roots and assess[es] the status of religious freedom" throughout the world. Religious Freedom explores the issues of religious tolerance, religious pluralism, and human rights in eleven sections, including a section that supplies information on religious freedom for more than 190 nations worldwide and a section that provides summaries of major US Supreme Court decisions with links to the full text of the decisions. The second site produced by Hadden, Religious Broadcasting, "provide[s] a gateway to Internet resources" and "attempt[s] to develop analytical resources" for the study of the impact of electronic communications on religion. The site covers topics such as televangelism, radio broadcasting, and religious networks. The third site, New Religious Movements, was developed to foster the understanding of new religious groups and to study how new religions "emerge, grow, stagnate, reinvigorate themselves, and sometimes die." The site, created as a resource for Hadden's Sociology 257, includes profiles of over 125 religious movements, a select bibliography, a collection of online lectures, and links to hundreds of Internet resources related to religious movements. Developed by the American Psychological Association (APA), KidsPsych is a new "online adventure" for children and their parents. The Shockwave-powered site contains interactive games for children ages one through nine. These educationally entertaining games are designed to enhance cognitive thinking, deductive reasoning, spatial orientation, and creative intelligence. The site is divided into two sections based on age level. The section for ages one to five provides five games, such as "Eudora's Maze" and "Fun With Shapes." The section for ages six to nine includes four games, like "Rotating Faces" and "I Spy." Each game has an information section for parents, which explains the objectives of the game and how it relates to the cognitive development of their child. [AO]

Matthew Ciolek, head of the Internet Publications Bureau of the Research School of Asian and Pacific Studies at the Australian National University, has recently added another excellent reference tool to his collection of online information resources. The Global Networking: a Timeline chronicles -- from 30,000 BCE to the present -- the technical, conceptual, and organizational developments in communications technology as well as important advancements in information storage and retrieval. From cave paintings to Internet Relay Chat (IRC) channels, this chronology briefly notes the technological milestones that have culminated in a global communications network. Ciolek cites references for each date in the timeline and includes an extensive bibliography of sources on-site. [AO]

This exhibit documents the last 44 years of the prolific career of Thomas Alva Edison, the quintessential American inventor who held over one thousand patents at the time of his death in 1931. The Virtual Gramophone, an ongoing digital project of the National Library of Canada, aims to provide "researchers and enthusiasts with a comprehensive look at the 78-rpm era in Canada." This multimedia Website contains a brief history of recorded sound in Canada, short biographies of important Canadians in the recording industry, over 170 audio files of digitally reproduced historic recordings, and a 78-rpm resources section, which includes a bibliography, a detailed glossary, and a modest collection of annotated links. However, the core of this site is the vast Virtual Gramophone database. The database currently catalogs "approximately 2,400 7-inch 78-rpm recordings released by the Berliner Company of Montreal between 1899 and 1908," and the NLC plans to add more recordings in subsequent phases of the project. Every sound recording is exhaustively cataloged: each database record contains 37 descriptive fields. In addition, scanned and enlarged label images accompany selected sound recordings. Database searching instructions and cataloging principles are available at the site. [AO]

The multimedia BBC Education - Languages site provides an interactive learning experience, combining audio clips, video clips, Shockwave games, transcripts, and glossaries for beginning and intermediate level autodidacts studying French, German, Italian, or Spanish. The site also includes a collection of annotated language learning links and an online brochure listing resources that support BBC language learning programs. Users running Windows 95 may download a variety of multimedia lessons (self-extracting executables) for French, German, and Spanish. [AO]

Peter Green, a military history enthusiast, has created The Roman Military Sites of Britain to provide location information and background material on the history of the Roman Army's occupation of Britain. This handsome site contains five gazetteers, organized by region, which summarize important Roman military sites and link to detailed maps. A collection of contemporary photographs provides visitors with a view of the physical surroundings of the sites. In addition to the historic geographic information, this site also introduces the organization of the Roman Army from the first century to the fifth century, explains Roman military terms and unit names, describes typical Roman military sites, and summarizes major military events in Britain during the Roman occupation. For visitors who desire more information, Green supplies a general reading list about the history of Britain and its relation to the Roman army as well as an extensive Roman military bibliography of Britain. The metasite serves students, scholars, and practitioners as a portal to documents and Internet resources on international and domestic law related to human and constitutional rights. The information resources are divided into six sections: Country Reports, International Links, Regional Links, National Links, Documents, and Other Web Resources. Each section is clearly organized into neat lists or pop-up menus to ease navigation. The Inter-university Consortium for Political and Social Research (ICPSR) at the University of Michigan has recently added two election studies to its archive. The first -- British General Election Study: Campaign Panel, 1997 -- surveyed adults in Great Britain to analyze the interaction between economic and political factors and their influence on election outcomes. The study also examined how the "modernization and professionalization of campaign communications" has affected the media, the voters, and political leaders. The second study -- Canadian Election Survey, 1997 -- comprehensively surveyed the election behavior and political attitudes of Canadian voters. The ICPSR freely provides codebooks and documentation in compressed and uncompressed .pdf format for both studies. Data are supplied in compressed and uncompressed SPSS Export files, which may be downloaded by authorized member institutions and official representatives of the ICPSR Data Archive. Recently released by the US Department of Justice's Bureau of Justice Statistics, this report presents capital punishment data for 1997 as well as preliminary data on executions in 1998. The report finds that in 1997, 3,335 men and women were on death row in 34 states, and during the year, seventeen states executed 74 prisoners -- all male -- with half of the executions occurring in Texas. Tabular data in the report display prisoners' sex, race, education, marital status, age, and method of execution, and the time between the imposition of the death sentence and execution. The report also includes historical tables that provide data on the 4,291 prisoners executed in the US between 1930 and 1997. The report is available in .pdf and ASCII format. The survey solicited information from 399 frequent users of The Why Files about "demographic characteristics, Web use frequency, and interest in topics related to science, math, engineering, and technology." This week's In The News focuses on capital punishment in Texas. These eight resources provide commentary, analysis, news, and statistics. In the last six weeks, the state of Texas has executed four prisoners by lethal injection and postponed three more scheduled executions because of legalities. The postponements include the 36th judicial re-evaluation of a complex murder conviction and the last-minute reprieves granted to two men last month, both of which were later overruled by a US District Judge. Since the death penalty was reinstated by the US Supreme Court in 1976, 504 prisoners have been executed in the 38 states that support capital punishment. Texas leads the nation, by far, having performed nearly one-third (165) of all executions since 1976, with 37 in 1997, 20 in 1998, and 1 already in 1999. Legal experts say that the high rate of execution in Texas is caused by a number of factors including the lack of a statewide public-defender system, the relentless strategies of prosecutors who often seek the death penalty, the conservative nature of the US Fifth Circuit Court of Appeals, and most importantly, the popular support for capital punishment among Texan voters. Recently, the process of granting clemency to Texas prisoners on death row -- which currently houses over 430 prisoners -- has been challenged again. The constitutionality of the process is in question, and a hearing will be held today by a State District Judge to analyze how the eighteen-member state Board of Pardons and Paroles grants clemency.

The Death Penalty section of the American Civil Liberties Union Website posts the latest news and information related to the abolition of the death penalty. Justice For All, "a criminal justice reform and victims' rights organization" that supports capital punishment, provides Death Penalty and Sentencing Information, outlining the pro-death penalty argument. "The Death Penalty in Texas: Lethal Injustice" is an Amnesty International report that examines the reasons behind the record number of executions in Texas. On the same topic, "Why Texas is Execution Capital," written by Robert Bryce for The Christian Science Monitor, explains why Texas has "the busiest death chamber in the United States." Last month, TalkSpot, a site that Webcasts interactive content, hosted a one-hour online debate on the death penalty, in which participants specifically discussed the scheduled lethal injections in Texas. The debate featured members of Amnesty International, Justice for All, and the Canadian Coalition Against the Death Penalty, as well as victims' and prisoners' family members and former death row inhabitants. "Federal Death Penalty Cases: Recommendations Concerning The Cost and Quality of Defense Representation" is a report published by the Subcommittee on Federal Death Penalty Cases of the Judicial Conference Committee on Defender Services. The US Department of Justice's Bureau of Justice Statistics provides detailed capital punishment data for 1993 to 1997 at its Website. [AO]
