The target audience of the new Scout Report for Business & Economics is faculty, students, staff, and librarians in business and economics. Each biweekly issue offers a selective collection of Internet resources covering topics in the field that have been chosen by librarians and content specialists in the given area of study.

A critical update to the International Monetary Fund's World Economic Outlook (described in the October 9, 1998 Scout Report), the World Economic Outlook (WEO) and International Capital Markets (ICM) Interim Assessment examines recent international financial developments and provides revised economic forecasts for emerging and mature economies. The report includes a chapter on "systemic issues" and the "policy requirements" needed to curtail further market turbulence, but ends on a positive note with a modest dip in 1999 projected growth for the world economy from 1998 estimates at 2.2 percent. The Financial Markets Center

An independent, nonprofit institute devoted to "democratic values, accountable public institutions and improved living standards for ordinary citizens," the Financial Markets Center (FMC) reports on monetary policy issues and eases access to unique Federal Reserve documents at this new site. Key Federal Reserve documents are housed at the FMC's Fed Archive and include transcripts of pre-1992 meetings of the Federal Open Market Committee, minutes from Federal Reserve Board of Governors discount rate meetings, and summaries of Federal Advisory Council meetings with the Board of Governors. Novice readers are not left to interpret cryptic Fed publications alone, however, as the FMC also includes background material on financial markets, regulatory issues, monetary policy, and the Fed. Other learning tools include the investment issues series Financial Markets and Society and the FOMC Alert -- a newsletter on Federal Open Market Committee actions. [MW]

The New South Wales, Australia Environment Protection Authority (NSW EPA) encourages governmental, industrial, and academic decision makers to "incorporate environmental values into cost-benefit analyses" with the Envalue library of environmental assessment studies. Study topics range from air, water, and land quality to urban issues and valuation methods, and entries include key results, a detailed summary, and evaluation. Although Envalue is primarily a collection of Australian research, some US authors are included, and the titles of selected topics date from 1978 to the present. [MW]

Filings and initial public offerings may be searched by company name or industry code, and search results are listed in an easy-to-read format with hypertext table and Excel spreadsheet output possibilities. Charge-Off and Delinquency Rates on Loans at Commercial Banks

Using data compiled from quarterly Federal Financial Institutions Examination Council (FFIEC) Consolidated Reports on Condition and Income (FFIEC 031 through 034), the Federal Reserve Board has updated annualized values for loans charged against loss reserves (charge-off rates) and loans past due for 30 days or more and still accruing interest (delinquency rates) for the 100 largest US banks, among others. The US Census Bureau report Marital Status and Living Arrangements: March 1998 is housed at the Marital Status and Living Arrangements Data page and provides the demographic characteristics of people in different marital statuses, as well as information on the living arrangements of children and adults. According to this most recent update, about 10 percent of adults (19.4 million) were "currently divorced" in 1998, and about 28 percent (20 million) of all children under eighteen years of age lived with one parent. Bureau of Labor Statistics data indicates that total US employment increased by 413,000 in December 1998 to 132.5 million (seasonally adjusted), although the number of unemployed persons changed very little. The number of persons employed part-time for economic reasons in December also remained unchanged from November figures, and approximately 8.2 million persons held more than one job. [MW]

World oil prices are expected to rise to $13 per barrel by the end of 1999 from low December levels of $9.25, according to the January 1999 Short-Term Energy Outlook by the US EIA. Other highlights include an expected rise in US heating oil prices in the first quarter of 1999, stable natural gas spot prices through the summer, a significant increase in electricity demand, and an expected increase in Iraqi oil exports despite mid-December 1998 air strikes. This week's In the News examines recent US government designs to sanction $568 million worth of European Union (EU) goods in response to the long-running "Banana Dispute." Trade delegates from the US, Ecuador, Guatamala, Honduras, and Mexico met on January 12, 1999 to ask the World Trade Organization's Dispute Settlement Body (WTO DSB) to review the EU's new banana import and marketing regime, effective January 1. This action constitutes the strongest in a long run of American-European trade battles over banana imports since 1993, and could compromise the financial security hoped for among EU nations at the dawn of the EURO (discussed in the January 1, 1999 Scout Report). While the US maintains that 100-percent import tariffs on European products ranging from cheese to bath salts to greeting cards is necessary to counter the "preferential treatment" given to former European colonies over other banana-exporting nations, EU officials have deemed their current banana policy as "entirely compatible with WTO rules." Hailing the US as a "schoolyard bully," among other slants, many members of the international press have deplored the American threat of sanctions. Commentators in the UK, Germany, Brazil, and China, for example, question why the US would choose such "protectionist" and "threatening" measures in the face of a potentially global economic crisis.
