Created in 1969 by executive order, the Minority Business Development Agency is the sole federal agency created "to foster the creation, growth, and expansion of minority-owned businesses in America." Along with the Agency's headquarters in Washington, D.C., there are also five regional offices and four district offices that provide assistance to socially or economically disadvantaged individuals. While the Agency has no authority to make grant or loan guarantees to any individual, they are able to help identify external financing sources for various business expenses.
