The paper continues the negotiations narrative from the summer of 2000 through January of 2001. It explores the outstanding issues at the Camp David summit, the outbreak of violence, and negotiations in the waning weeks of President Clinton's presidency. It also includes five appendices (maps and UN resolutions).
