The General Accounting Office (GAO) of the United States government works on reviewing and evaluating the expenditures and financial stability of thousands of different government programs. One of their special charges is to compile the High-Risk list, which "calls attention to the agencies and program areas that are high risk due to their vulnerabilities to fraud, waste, abuse and mismanagement or are most in need of broad reform."
