The Federal Emergency Management Agency (FEMA) makes available online the findings and recommendations from a FEMA-sponsored study of steel-frame buildings initiated in the aftermath of the Northridge earthquake (.pdf). The project was conducted by the SAC Joint Venture (the Structural Engineers Association of California, the Applied Technology Council, and California Universities for Research in Earthquake Engineering).
