STATE DEPARTMENT ISSUES TERRORISM WARNING
On Sunday, the U.S. State Department issued a warning to U.S. citizens that
begins, "The U.S. Government has credible information that terrorists are
planning attacks specifically targeting American citizens during the period
of time leading up to and through the beginning of the New Year and Ramadan
events and celebrations..." Stay aware and read the warning online at

RUSSIA & BELARUS SIGN PACT
Russian President Boris Yeltsin signed an agreement that paves the way for
military cooperation and an eventual unification of Russia and Belarus. In
a speech following the signing, a disoriented Yeltsin called the new state
the "Union State of Russia and Belarus." This agreement now allows Russian
troops to be posted at the Belarus border with NATO-member Poland.
THIRTEEN CANDIDATES FOR EU MEMBERSHIP
By the early 21st century, if all goes well the European Union could grow
from 15 to 28 member countries. Thirteen countries are now candidates for
membership. Hungary, Poland, the Czech Republic, Estonia, Slovenia, and
Cyprus all began negotiating for membership in March 1998. The seven new
candidates are Turkey, Bulgaria, Malta, Romania, Slovakia, Latvia, and
Lithuania. If the countries meet their requirements, they might be able to
join as early as 2002.
CHINA TO CELEBRATE HOLIDAY AT MACAU TRANSFER
Next week, on December 20, the Portuguse territory returns to Chinese
control after 442 years of Portuguese rule. In honor of the transfer,
China has declared a nationwide holiday and banks, financial markets and
government offices will all be closed. Macau will become a semiautonomous
Special Administrative Region, like Hong Kong. For more information about
